Odd Windows XP Crash Message

I have a business Windows XP PC (less than 2 months old)
that will not allow me to log in. When I type in my
credentials (domain login or local) in either normal or
safe mode, a message comes up saying: "A problem is
preventing Windows from accurately checking the license
for this computer. Error Code: 0x80090019"

I have done searches on both the Microsft support sites
and throgh various search engines. I have found others
that have had or are having the same exact problem, but
there is no information of any fix available. Is this an
issue than can be resolved without a system reload!?!
