Odd File appearing in Documents & Settings !

I have just noticed a Folder called "All Users.WINDOWS" which has
appeared as a sub folder in Docs & Settings . This is in addition to
the normal sub folder called "All Users"

If I attempt to delete it it comes up with a message saying that as
this is a Folder required for Windows , it cannot be deleted .

I have also reied to delete it in Safe Mode but the "DEL" doesn't do
anything.

What is this folder and how do I delete it in XP?

have you recently used a recovery console to reinstall/repair windows? i
used to see folders like that on my old HP after using the system recovery
