Object sort in Windows Explorer window

I would like for the folders and files in Windows Explorer to always open
sorted by modified date. Is there a way to make this the default?

Set up Windows Explorer so that the files and folders are
sorted by the modified date. Next, click on Tools and select
Folder Options from the Menu. Click on the View tab and hit the
"Apply to all folders" button. Click OK.
