O2007 not sending emails when I am at hotspots

I have Outlook 2007 on my Vista laptop
When I am travelling and log in to the internet at a hotel or a airport
lounge through a hot spot, I can receive emails but not send except to my own
email address.
I can browse the web etc so I have full connectivity and I receive all my
emails from others
I get message sbounce back as Undeliverable with reports like
"550 relaying blocked, read new mail, add (they have different IP addresses
for each reply here) to forwarding or enable smtp authentication in "

or like this

"The following recipient(s) cannot be reached:
<person's name> on <date and time shown>
550 #5.1.0 Address rejected "

any ideas?
My ISP has spent 3 hours on the phone with me and we have even recreated the
accounts on the laptop but no success.

The usual solution for this is that you need to authenticate the smtp
server.
 
Usually this is an issue where you need to check the box that says you must
authenticate to your SMTP server.
