Numlock

I need to know how to have the numlock active before
logging in using any scripts or group policy.

The numlock state before login is set by the BIOS. The numlock state
after login is set in the registry and is profile specific (i.e. - per
machine, per user). To set the post login numlock state:

1) Login to given machine
2) Set desired numlock state
3) Log off using Ctrl+Alt+Del (not the Start button)
