Number of Pages in Footnote

When creating a footnote, I format one part to display and print "Page n of x." pages where x should be the total number of pages. When I preview print the document, "x" shows the toal number of pages, but when I actually print it, x = n. That is, if there are ten pages, page 9 should print as "Page 9 of 10.", but instead it prints as "Page 9 of 9.

Does anyone know if this is a user error or a software bug?
 
In addition, note that what you are creating is not a footnote but a footer.
