NUM Lock at Logon settings not working

Greetings,

I have a user that is working with Windows XP SP 1 and we are unable to have
the NUM Lock environment to turn on when he logs into his system.

We have tried KB 154529 (was obvious to try there first).

Next I have done KB 314879 but only to the point where I created the .vbs
file and placed it in the proper location of the users hard drive.

Whether he turns it on to login or leaves it turned off, NUM Lock will turn
on and then turn right off again. Seems that there is a conflict somewhere
and I am not sure where to go forward?

Any suggestions?

Have you checked to see if it can be set in the BIOS?
