Should I be concerned about ntuser.dat file located in my
windows xp / documents and settings / owner folder.
also this file is always in use and cannot be opened or
deleted.

Those are that users registry settings.
It's good.
 
Concerned ?, this file constitutes the user hive, that is a
vital part of the Registry. When a user logs in to XP,
this file equates to the Hkey_Current_User section of
the Registry. It saves your settings and variables. It is
not designed to be opened or deleted. Best leave it be.

That is your personal part of the registry - as seen in registry editor
as the 'HKEY_CURRENT_USER' section. Leave it *strictly* alone. Also
the other related ntuser.xxx files

That file contains the portion of WinXP's registry that is unique
to your user account. While you're logged in, it becomes
HKEY_Current_User.
