These are the roll-back files for your Windows Updates and hotfixes. Should
an update prove problematic, these files enable you to roll-back the
specific update.

If after three months the hotfix / update hasn't caused any problems and you
do not foresee having to roll back the update then you probably can safely
remove the folder.

If you just don't like the sight of them - all those oddly named folders
populating your Windows folder - but would rather not remove them - you can
either set your folder options so as not to show "Hidden" files and folders
... OR .. you can gather them together into one folder, say "RollBacks" so
that later, should you ever need them, return them to the Windows folder as
they were.

You can also compress them if they are on an NTFS formatted drive /
partition!

That particular folder is for a service pack update. Other updates have
there own uninstall folders numbered by the knowledge base article that
describes that update.
