Quick fix so you can get the system booted:

Format a disk on another XP OS system and copy ntldr, boot.ini, and
ntdetect.com onto the floppy.

Check the boot.ini file (edit/open with notepad) and make sure the ARC path
[multi(0)disk(0)rdisk(0)partition(1)=] is showing the right path to the boot
volume (where the system files are located) of the problem PC. This is
usually partition 1. (If you know that the system files are on the second
partition, edit it to reflect (2).) If you've made changes, save it back to
the floppy.

Now boot from the floppy and re-copy the files back to the root of your
system partition (usually drive C:)

Note: I've seen some CMOS settings where booting from floppy was disabled.
