NTFS takeover?

Win XP.
I have two hard drives which I want to keep formatted in Fat 32. After adding and removing files from them, when I check the properties, I find that the file system has been changed to NTFS. Any idea why, and can I do anything to stop it?
 
Adding and removing files does not cause a hard drive to change its file
system.
