NTFS file utility - Move single file to end of partition

I'm looking for a utility that can move files into a given partition,
letting users decide where to place a SINGLE file into the partition.

Possibily with a "move to end of partition" option.

Norton's defrag utility (part of SystemWorks) allows you to do this but
Norton places so much crap on your computer you may want to think twice
before making a leap. You can move a file to the front or to the rear and
then lock it in that position. Other defrag utilities will change what
Norton has done and move the file "where ever".

Exactly what I'd like to do, just on a big single file (10GB). Move it to
the end and lock it, to prevent tediuos defrag.

Any hint?

I have to wonder about the "locking" part. Unless Windows' defrag does not
move files with the system attribute set, I can't imagine a way for it not
to be moved on the next round of defraging.

If I were to work with large files, I would create a separate partition
with a 64KB cluster size.
