Without more detail I'm not sure what problem you are actually
experiencing. Do you have a single domain or multiple domains? If there
are multiple DCs, do they have a Netlogon share? Are the contents of
Sysvol the same between all DCs in the domain (indicating the FRS is
working correctly)? Are there errors in the FRS log indicating FRS is not
working correctly?
The best document available to understand and troubleshoot the File
Replication Service (FRS) is the FRS Monitoring Help File found at the
following location:

It contains an overview of FRS, an expanation of the terminology, and
troubleshooting steps. You can ignore information about the ultrasound
utility (unless you've implemented it in your environment - this is really
only for large organizations) and simply concentrate on the information
relating to FRS.
To search for a particular issue, open ultrasound.chm and double-click on
it. Under the Contents tab, expand Troubleshooting FRS, expand FRS
Troubleshooting Topics and locate the topic you seek.

| One of my customers has a weird problem. On the Dc witch holds the Pdc
| emulator role, the NtFrs starts after stopping, but only shows in the
| event log: The File Replication Service is starting.
| There is no event it is started, so my netlogon share is missing.
