Is there anywhere that one can download NTbackup.exe?

I have an OEM version of Windows XP home edition and
don't therfore don't have a CD with this option on it.
 
Also, considering emailing your vendor since it was
their decision to not include this. They could have,
and some OEMs do, but for some reason they did not.
Hearing from enough people might change their ways.
