The symptoms you are describing are independent os Windows XP and SYSPREP.
On the IBM web site,

They list limitation of the Thinkpad under Windows XP. They have a section
for Upgrade and Installation issues. Below you will find an excerpt from
that page:
Upgrade and installation issues
Symptom
When upgrading to Windows XP from a Microsoft Windows NT 4.0 preloaded
system with 64MB, the "virtual memory low" message appears during
installation. (hard disk drive partition is 2GB).
Solution
Add the memory over 128MB.
Additional information
This is a resource shortage for the Windows XP installation. Microsoft
recommends that the user change the memory size to over 128MB.
Symptom
Pressing the Esc key aborts the Windows XP installation during the
Preparing to install portion of installation, just before the system
automatically reboots.
Solution
Allow system to reboot automatically. This will be corrected in future
versions of windows.
Additional information
This is a labeling flaw in Windows XP.
Symptom
When installing Windows XP with the external IBM 20X CD-ROM drive and the
setup boot disks, the system may hang during the reboot sequences.
Solution
When the system hangs, the user must manually shut down the system and
restart it to continue the installation process. This may occur 2 or 3
times during the installation.
Additional information
The Native Driver in Windows XP causes this.
Symptom
The Portable Drive Bay and Portable Drive Bay 2000 (with the PCMCIA
connection) will not detect during a setup boot disk installation.
Solution
Use the setup boot disks and the Portable Drive Bay 2000 with the USB
connection.
Additional information
This driver is not included in Windows XP. The Portable Drive Bay with
pcmcia connection is not supported. However, if the user is installing with
the setup boot disks and the Portable Drive Bay 2000; then the USB
connection is supported.
In most cases with mature hardware there is some manufacturer suggested
preparation require prior to the installation to Windows XP.

| We have older IBM Thinkad laptops -600 and 600e, that are
| currently running NT4.0. When we attempt to upgrade these
| machines via pushing an XP image everything works fine.
| However when the machines reboot to initiate sysprep they
| continually reboot.

| In several instances, the HDD1 was removed from the
| startup devices in the BIOS. Once added back, the machine
| rebooted and began executing sysprep.

| On some of the other machines, a BIOS upgrade was
| required. However, the BIOS upgrade was NOT to the latest
| release in all cases. In some cases just repplying the
| same BIOS revision, which is older, corrected the problems.
