Now What??

I have 5 profiles setup on my PC. On occasion at start up
my taskbar would be gone. Even in the control panel it
would not open. Searched knowledge base , found a fix.
Said that I have damaged or corrupted files. OK. did as
they said and started in safe mode, logged on as Admin.,
created new ID. Fine. When I went to log on at console as
Administrator, so I could transfer my documents & files
to new profile, it gave me error message that it
was "unable to log on because of account restriction".
Again searched knowledge base, found problem. I never set
password for Admin. I tried the first to disable blank
password restriction by following the instructions to go
to start...run and enter gpedit.msc, which I tried
several times and it said that that file was not found.
Again ...no luck!! So I went back and did that the only
way I could, in safe mode under control panel, user
accounts. The way it was described in the article was not
possible. It said to double click on Administrative
Tools, then Local Security Policy, Which I looked high
and low for and could not find. I am not stupid by any
means, it was not there! I did get a password set up by
just going in via control panel, user accounts and set
password. When I went back to try it and log on using my
newly set up password, it gave me the same "unable to log
you on because of account restriction" message. I'm at a
loss. I am hesitant to do what they suggested as a last
option and perform an in-place repair of Windows XP, even
though they claim that it will leave all programs and
data intact. So far nothing they have suggested has
worked and I can not take a chance of losing any of my
files. I have used knowledge base several times in the
past and usually have been able to fix most problems,
until now. Any suggestions??
