Notifications won't "always show"

I have followed instructions to get the "volume"
and "safely remove hardware" notifications to "always
show" in the taskbar, but they don't appear. The
notifications that I specifiy to "always hide" don't go
away either.

What am I doing wrong?

I have the same problem with avg virus, I set it to always show then about
an hour later it disappears. if you find out anything let me know

This is a well known bug (well, 'set of bugs') specially introduced into
XP (came with the hide/show feature .. worked just dandy in Win2000).
There are a whole lot of potential fixes at:

(#10, if I recall correctly . it's called the 'notification area',
anyway).
