Notification of mail when Outlook not running

I have 2 computers with Outlook 2003, both running XP home, POP3 accounts. One will alert me to new mail with envelope in notification area, even when Outlook is not running. The other computer won't. I have the envelope notification option selected, and it works when Outlook is running. Send/Receive settings are identical on both machines. How can I enable notification when Outlook is not running?
 
Outlook may not be running but the process is still active on your machine
where you receive the notifications and Outlook is allegedly closed.

Some common reasons why Outlook will not shut down completely when you click
either the X or Exit:

1. PDA synchronization software with your PDA in the cradle.
2. WinFax Pro (especially 10.02 in Outlook 2003) - contact their support
for an alleged fix.
3. Franklin-Cover Plan Plus!
4. COM Add-ins.
5. Mail reminder add-ins that keep a stub of Outlook open in the background
to check for new mail and fire reminders.
6. Anti-virus/firewall programs that are set to scan incoming and outgoing
mail.

If "something" is checking your email when Outlook is not open, it is not
Outlook. Outlook cannot check for mail unless it's open and running. Do you
use some kind of program to check for messages on the server on its own?
Possibly your ISP's software?

I'm having the same problem with Outlook 2003. We are
running Exchange server 2003 and machines running Outlook
2002 and 2000 can get the envelope notification but 2003
machines will not. I've looked all over for an answer but
I don't think one exists. Just thought you'd want to know
you're not the only one having this problem.
