I customize which icons to always show or always hide or the other, clicking
ok after each custimization and applying the setting. This works for a
little while then the icons assume different settings for reasons I can't
understand.

Which ones? All of them?

That function of Windows is rather limited. Icons that change frequently (eg, Taskmanager), often lose their settings. There's no
known workaround.

The worst parts is that the notification area (the "tray") is—or rather WAS—specifically meant for the icons of programs that report
back status information through their icons; in other words, it was designed for things like Taskmanager rather than the volume
control icon which is almost completely static (or other programs which don't change their icons at all.) The "tray" is called the
"notification area" instead of the "quick access area" for a reason.

Specifically Motherboard Monitor 5 temp indicators for system and CPU and
Lavawall (firewall) policy mode icon I had set to "always show". Those
settings changed on their own, twice yesterday, to something different like
"always hide" or "hide when inactive". The settings haven't changed today
yet but I haven't run any full-screen applications or repeated whatever I
did yesterday to cause them to revert. It could be anything. This XP install
is two years and running...

If those icons change frequently, then simply reboot, that will likely cause them to change back to the default "hide when
inactive".
