Nothing works... at all

My computer starts up, but after I log in I can't click
on any desktop icons and the taskbar does not work. Only
the Task Manager (Ctrl+Alt+Del) seems to work, and that
shows that explorer is taking up 99 processing time.
I have disabled all startup programs, and waiting ages
does not work. I didn't have this problem until a few
days ago.
P4 2Ghz, 512Mb RAM
Can someone please suggest a way to fix this aside from a
Windows re-install?

test safemode

if it occurs in safe mode

run 307545 from recovery console

when done download and run adaware

and update virus definitions and do full scan
