Try this.

Start\Programs\Accessories\notepad

Right click on notepad and select Properties.

On the Shortcut tab, click the Find Target button.

A folder should open with notepad.exe highlighted.

It may be C:\WINDOWS\system32 or C:\WINDOWS.

Double click the notepad.exe that the folder opens to.

Does notepad open?

Try these...

Paste the following line into Start | Run and click OK...
%windir%\notepad.exe

Paste the following line into Start | Run and click OK...
%windir%\system32\notepad.exe

Paste the following line into Start | Run and click OK...
%windir%\\system32\dllcache\notepad.exe

Paste the following line into Start | Run and click OK...
%windir%\ServicePackFiles\i386\notepad.exe

Do any of the above commands open notepad?

When the task is shown on the taskbar, right-click the taskbar, click
Cascade windows.

If it hasn't been suggested yet, click Start, Run, type SFC /SCANNOW,
click OK. If any files are damaged or missing, they'll be replaced.
You may need to reboot afterwards so damaged files will be replaced.
