notebook program

I am running Vista Business system. Often when a notebook document opens, it
appears encrypted. How can I set up my system to display everything in
English only. I am running a Norton Internet Security program. Could this
be an issue. I have tried in the past to disable the Norton and still have
problems with Notebook.
Any suggestions.

What is a "notebook document"?
Do you mean "notepad document" (i.e. "text file")?
Anyway, if you see rubbish on the screen you might be missing some fonts.

First step would be trying to open those documents you are having problems
with on another computer and see what happens.
That is meant to determine where is the problem, whether in the document
itself or in your Vista installation.
