Includes do work in FP2003, however you can only include a .htm or .html
file, which must be within the current open web/site.
To include a .asp file, you can either include .htm file, then switch to
code view, and change the filename to correct .asp file
or
You can purchase an FP IncludeASP Add-in from http://www.websunlimited.com

You don't have to purchase the add-in, you can use the workaround that I
provided, if you want to include pages that have an extension other than
..htm or .html.
If you only work with .htm or .html, then the issue doesn't effect your use
of the FP2003 Include Page component.
I sure that MS will fix this at some point.
