Not tracking in Outlook correctly

I have my Outlook set up to track all emails I send. I reviewed a tracking
report of a message I sent and then followed up with those who had not read
it. When I spoke with them they said they had read it and forwarded it on to
the appropriate people.
How is it possible for the tracking report to not be accurate about who read
the message?

Depends on several things, but often the recipient has the option of not
honoring receipt requests. For example, you'd never be able to track mail
sent to me since I deny ALL receipt requests. Whether or not I read mail is
MY business and no one else's.
