Not sending/receiving when loaded

My pc crashed (windows xp) ... beyond repair and had to do a format. I've
just about got everything setup, however, my Outlook (2003) isn't doing the
resend/receive when it loads and connects. The setting - to do this upon
connection - is definitely enabled. I've checked it enough times be
considered insane.

I also doublehecked with my ISP to make sure I had entered the server names
correctly.
I ran a repair (even thought it's only been installed about 3 days) and it
didn't change anything.
Any and all updates are installed.

Any suggestions? I'm at a lost.

Have you set up a polling interval for Outlook to check for new mail every
_____ minutes?

Yes I sure did. It's set for every 4 minutes.

This has been going on since the reformat (last week) and the subsequent
install. I do think I've fixed it ... well .... "maybe". I spoke with my
ISP and they say I've got a great connection. I noticed that most of the
time I started to not be able to connect via IE or email. Tonight I
reseated all my internet cables and connections and I think that might be
the fix. It's all working ok and my email seems to be receiving without my
intervention. I'll see if it does the the test of time. Thanks for your

Yes ... I think I've got it set for 5 minutes. I've also told it to
send/receive on load and exit.

I did get it to work but it was anything but rocket science that got it
working.

I changed all of my settings, closed outlook, then I reselected the settings
and it's now doing the send/receive action when I load Outlook. It was a
kind-a stupid fix, but it worked.
