Not possible to delete a file

I got one file I can't delete from my computer. It's a video clip (.avi file) I've tried for some days to get it deleted, but every time an error message comes up saying "Can not delete "file name": The file is used by another person or another program. Close the program that may use the file, and try again". Same thing happends if I try to rename or move it to another location. I've tried to restart the compute, but still I can not delete it. I don't have this problem with other files, and I don't know enough about prosesses and things that I know what to do.

Try deleting the file in safe mode, hold down the f8 key while bootin
up and choose safe mode

A pragmatic solution: if you have Nero try deleting it through the
nero browser.

Or, open a command prompt (Start > run > cmd)
browse to the folder where the file is (cd..) (cd)

Open task manager (Ctrl + Alt + Del) and kill explorer.exe from it.

Type del name_of-file.extension in the command prompt.

Enter a new task in task manager --> explorer.exe
