What I would do first is provide further information, such as:
1) version of Outlook
2) type of email account (Exchange, POP3, etc.)
3) whether or not you have successfully sent/received email before this
4) if there are any Office or Outlook related error messages in your
Application Event Viewer. If there are, what is the eventID and source?
5) if you've never successfully sent/received email before this, did you
create a valid profile for Outlook to use?
6) what troubleshooting steps have you already taken so that no one tries to
tell you to duplicate what you've already done
