not getting option to reduce file size when emailing

used to get this option when I right click so I can reduce
the size of a photo when emailing. Is this an option to
turn on and off??

Try this:

go to...Start / Run and type:

"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)

Click...OK.

I tried to this and it did not work. All of a sudden this has happened, and I cannot figure out why. I had recently installed another photo program, and thought that might have changed some setting
