not authorized

Hi,
Windows 2000 server, AD, with 5 networked Windows 2000
Pros. Users of the Win2K Pros have local admin rights.

they receive the message "14 days to change your password,
want to change it now" and when they try to change their
password it gives them an error stating they are not
authorized.

Any ideas on how to fix?

I forgot - SP4 and all the latest critical
updates/hotfixes on all the machines.
