Not archiving all messgaes.

I am running archiving, and I specify a specific date to archive to.
However, it doesn't seem to pick up all of my e-mails. I have reviewed the
modified date, and that also falls into the specified range that I want to
archive. I would say it archives 90+% of the e-mails but not 100% of them.

I understand that I can just copy the specific e-mails into the archive
folders, but that forces me to go thru the 18+ folders that I need to archive.

Outlook does not use the "receive" date for archiving but the "last modified"
date, which can be quite annoying: if you reply to a mail, detach an attached
file, move it to a diffrent folder, and so on, that date becomes the "last
modified" date for the mail or in fact for any outlook object...
 
I understand the "last modified date" versus the "received date". The emails
I am talking about fall within this range that I want to archive.
 
I understand the "Receive date" versus the "Last Modified Date". The
e-mails that I want to archive fall within the range that I want to archive,
both with the Receive date as well as the Last Modified date.
