Not able to log off or Shutdown.

Hi,
I am using windows 2000 sp2 and when i try to click on
start-shutdown and select log off / shutdown and click on
OK.It comes back to the desktop.Only think I can do is
poweroff the laptop.

Please provide me with the solution to resolve the issue.
