Evidently, you have a program on your system partition which is using
the paritition you are trying to format for its program or data files.
You will have to change its options to not use the partition you want
to format.

Try going to run, type:diskmgmt.msc In msc R.click on the drive, select
format. If the drive is in use, boot to xp cd,recovery, press enter for pass-
word,at cmd screen type:DiskPart In DiskPart delete the unwanted
partition,create one,then press Esc Back in cmd,type:FORMAT D: /FS:ntfs
D: being the raw partition When thru, type:EXIT Let xp start up.

try: do not select drive in explorer (have something else selected) then
right click on drive to be formatted and select format.
