not able to access secure sites

we just received our new dell inspiron8600 lap top and we
are unable to get the help we need. we have spent hours
both holding for technical support and then talking with
them and not getting anywhere expect getting hung up on.
is there anyone out there to help!
 
This seems to be a common issue. I work in Tech Support
for the Midwest Division of the 3rd largest broadband
provider in the world. We get dozens of calls a day about
this very problem. As of this time several inquiries to
Microsoft concerning this problem have gone unanswered.

All of the callers that I have personally handled are
running the latest version of IE with 128 bit encryption.
