Have you been trying to unregister it from an administrative command prompt?

Type cmd in the start/search box, and when cmd.exe appears in the list
above, right-click on it and select "Run as administrator"

Type regsvr32 /u symlcrst.dll then hit enter. Does that tell you that the
command was successful?

Have you run the Norton removal tool from the Norton/Symantec website?

What problems are you having that lead you to want to unregister this
particular .dll?

It all Started one morning, I had a fault on the software and it advised me
reinstall the software compltly,i did notice some thing strange about this
fault it said the antiphilsing was off.So I went about unistalling the
norton internet security by the removal tool i downloaded prevoiusly,i
deleted the synmantic live udate manger from the pc.Then i went about
reinstalling the software,it got as far as symLCSVC.EXE file ,then the
message appeared in the bottom right hand of the screen that a corrupted and
unreadle file had occured that being symlcrst.dll.I thought nothing of it
,the software was still loading. When it finished loading i got a message
that activating after i while the message dissappeared and box came up
saying there was a product fault and i had reinstal the programe so i went
about it again and again and still the same fault came up.I them went find
the file it is programe/commonfile/synmanticshared folder I tried to delete
the folder but was unable,i got the code 0x80070570.I went into the folder

This is your second post about this.

Jane C suggested a command prompt, and report back to her.

You can't be bothered taking advice, so go away!!!
