I am aware that there is a change in the normal.dot from office 97 to 2003.
I am looking for more information and advise to deal with this issue when
rolling out office 2003 to an organization.

Normal.dot should not be a shared file. To roll out customizations look at
custom document templates and other global templates. See
http://addbalance.com/word/movetotemplate.htm for step-by-step instructions
on moving / sharing / copying / backing-up customizations including
AutoText, AutoCorrect, keyboard assignments, toolbars, macros, etc.

There is no issue whatsoever with normal.dot. This is not a shared file, but
an individual user scratch pad, so leave it alone. Setup company standards
using shared document templates and standard functions using global add-ins.

Applying Word 2003 as an upgrade to an existing installation should preserve
user preferences.

I am providing multiple users with new machines with a new xp/office 2003
build versues their old machines with 2000/office 97. I am concerned with
each personal users unique normal.dot and possbly ways to "reuse" their old
normal.dot and the settings stored in that template.

See http://addbalance.com/word/movetotemplate.htm for step-by-step
instructions on moving / sharing / copying / backing-up customizations
including AutoText, AutoCorrect, keyboard assignments, toolbars, macros,
etc. You could make the old normal.dot into a new global template for each
user (giving template a different name like normal97.dot). You would want to
remove duplicate AutoText entries.

That's even more complicated to achieve and unfortunately there's no simple
way of doing it. Charles has covered all the bases.
