Non Western Characters Error Message

I have been getting error messages on some of my most recent emails stating
that the message was not received because the recipient does not recognize
non-Western characters. What does this mean and how do I fix it so that my
emails can be read. I'm not using non-Western characters although there is a
jpeg logo in my signature block.
 
Check your View, Encoding in the messages. Changing it to Unicode or Western
European and see if that helps. Tools, options, mail format, International
Options has the selections for encoding for all outgoing mail--mine is set on
Western European-ISO. Also make sure you are using HTML or Plain Text, not
Rich Text. Some programs cannot handle Rich Text.
