Non-printing charactor

By toggle button do you mean the show/hide icon?
Also try Ctrl+Shft+8 or Tools, Options, Formatting Marks section on the View
tab.
If the icon is not working come back as this could be indicative of other
problems.

Under Options, there's a place to turn on View each of the non-
printing characters separately (paragraph marks, spaces, etc.), and
those settings aren't overridden by the button. So go uncheck those
boxes. (But leaving Paragraph Marks and Tabs always visible will help
you greatly.)
