After uninstalling norton systemworks, I realized that the services for
norton utilities, norton anti-virus and other related norton services is
still in the services console. How do I removed that?

In the registry. You should be OK doing this if the Uninstall looked successful. I say "looked" because there is really no way to uninstall Norton products completely short of a reformat of the partition Windows 2000 is on.

Anyway in the registry go here:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

At this point you will need to look at each of the sub keys. In here you will find the locations where Norton Services reside. You can back up the key then delete them.

The other place to look is in the Device Manager and make sure you choose the Advanced View so that hidden devices are shown. Then you look at the nPnP (non Plug and Play) devices. In there you may find Norton stuff. You can uninstall from there. They may throw an error when you do this. That's OK it's just that they are still in the above Registry location just that the uninstall information has been removed.
