non domain pop account can't recieve attachments of 20mb

email server: Exchange 2000
sender: outlook 2002 sp3 POP logged into domain
reciever: outlook 2002 sp3 POP logged into local computer

Attachments can be sent of any size to exchange and pop users as long as
they are logged into the domain. However, if a user is logged into the local
PC only, they cannot receive attachments of 20mb or larger. No NDR, no error
messages for sender or reciever. The reciever gets the email message with no
indication that an attachment exists.

Message limits are not set on the exchange server globally or locally. I
have reproduced this with two different accounts.

Interesting twist is that the affected user is our CEO...!

No. "Limit Message Size" and "Limit Session Size" are both unchecked. If
there were a limit, I would not be able to send the large attachments to pop
users that are logged into the domain or exchange users logged into the
domain.

I've also looked at kb articles 839946, 287720, 290809, and 319252. None of
these have helped.

Do they have different windows accounts are just using the same one but not
logging into the network? If so... check the message format - make sure it
is not RTF.

Are you sure smaller files work to the same recipient over pop? If not,
check the contact's email properties an make sure it's set for HTML or plain
text, not let outlook decide.

I've reproduced the problem with two different local machine accounts. The
problem does not happen when the user is logged into a domain account. RTF
is not being used by the sender, the server, or the receiver.

Yes...I can send up to a 16mb file successfully to the pop client. A 20mb
file will not come across.
If not,
check the contact's email properties an make sure it's set for HTML or plain
text, not let outlook decide.
