Noisy case fan

I replaced my front case fan with a Panaflo FB08A12L and think that was
noisier than what was there to begin with. It makes kind of a muffled,
revolutionary, banging noise. Is the only way I can explain it. Both fans
are bit loud even when not attacked to the case so I don't think it is the
case. They both kind of shutter. Any other suggestions?
