No Volume Control Program

I installed and tried to reinstall XP Professional 2002
but still no volume control program. I tried
troubleshooting, but get nowhere. In the control panel I
clicked on Sounds and Audio Devices then click on "Place
Volume Icon on Task Bar" I get a pop up that reads that
the Volume control Program is not installed and to go to
Add/Remove Programs in the Control Panel. I tried that
numerous time with negative results. I have no audio at
all. WHAT'S GOING ON HERE WHAT"S THE CURE????????????

I also have the same volume control problem with Windows XP Home Edition. I get sent to add/remove programs and a pop up tells me I am missing an installation support file. Please tell me where I can find this file as I have tried everything. I am also having problems with IE6 which came installed on my system
