No Taskbar or Icons, Error message

I've seen a few posts for this but no solutions really. Or at least none that
have worked for me.

I was installing some software and had a power outtage. When the power came
up and I restarted, I got an error message stating "The function you are
trying to use cannot be accessed at this time. To fix this problem please
restart windows."
I tried restarting several times. Tried uninstalling the software,
reinstalling it, running windows recovery, reinstalling windows about 8
times, etc. Nothing worked. Finally I reformatted and everything was fine.
Then I needed to install the drivers for my soundcard and some other misc.
software. No power problems this time but when windows restarted the error
message and problems were back.

All the programs are running. My AIM and ICQ are running somewhere, they
popup when I get messages. I can ctrl+alt+del and run things off task
manager... like IE here. And my DSL connection seems fine. But having a
desktop that has no taskbar and no icons is a problem. Any ideas?
 
You might zero out the drive,via the/a utility from the mfg for the disk
(usually
a DOS run program),then install xp cd,boot to cd,recovery,in recovery type:
DiskPart In DiskPart create a partition,then press Esc Then type:FORMAT C:
/FS:nt
fs When its thru type:EXIT Restart computer,boot to cd,install xp.To
restore
xp,install xp cd,exit the info page,go to run,type:cmd In cmd type:Sfc
/Scannow
When the graph is thru type:CHKDSK C: /F Agree to restart,then type:EXIT
Restart computer.Run the DOS window in min.
