XP Home SP2 computer can't run Task Manager. Worked fine under SP1,
autoupdates upgraded it to SP2.

Ctrl+Alt+Delete does nothing. Right-click Task Bar, select Task Manager does
nothing. Haven't tried Ctrl+Shift+Esc.

Any ideas why TM would be disabled?

Depends:

If the above doesn't help, run this small utility.

Will regedit and msconfig run? If these are also disabled that's a sign
of a trojan, one of several can do this. If that's a problem do a
thorough scan for malware.
