no send button in outlook email tool bar.

I use hotmail through explorer for my email. On some web sites there is a
contact link which brings up MS Outlook as email editor. I noticed that there
is no send button after I type my message. What do I need to do so that I can
send mail through Outlook? I looked under tools and there is no add acount
option.
