No Security level tab

After updating to Office 2003, the Access databases started opening giving a message about 'this file may not be secure. Are you SURE you want to open it?' These messages are unwanted and unneeded. I searched the help, and found that by changing the security level to 'low' it might prevent these messages. However, on the Security menu, there is no 'Security level tab' seen. I went through the process of adding the 'Security' to the menu, but in it there's no sign of a security level tab, so there's no obvious way to fix the bug (another Microsoft bug) without going into the registry. I am interested in learning if there is another way to fix this problem. Most of the other messages here regarding this problem have not had the problem of no 'security level tab'. Any ideas (other than going backwards and re-installing the older but less bug-infested version of Microsoft Office)?

Actually the menu item is on the Macro menu, not the security menu. Go to
Tools, Macros, Security. If the item isn't there, you may need to reset
your Menu Bar in Customize.
 
The Security setting is accessed through the Visual Basic Editor (Alt + F11
to get to VBE, then Tools | Options).

Actually the menu item is on the Macro menu, not the security menu. Go t
Tools, Macros, Security. If the item isn't there, you may need to rese

instructions, the option finally appeared. It is strange that the 'Security'
menu would change completely depending upon where it is placed. Another
question I have is 'Why wasn't the Security menu option already in the right
place without me having to add it?' I'd added the 'Security' option to the
Tools menu previously, but there it has only options 'Set database
password', 'Workgroup administrator', 'User and Group Permissions', 'User
and Group Accounts', 'User-Level Security Wizard', and 'Encode/Decode
Database'. Thanks to both of you for your much wanted/needed help.
There are two different 'security' items in the menus. The one you added
was the user level security menu items (which are under Tools). The
security item under the Tools, Macro menu is different. It has nothing to
do with user security.
