No Safe Mode? Hang on Startup

So I had to replace my hard drive on my laptop. I used the Recovery CD to partition the new one and reinstall XP. It came up once, then the mouse froze, and it's now is hanging on reboot every time. I can use F8 to access the Safe Mode menu, but every time I choose *any* of the options, it hangs. I can get into the BIOS, but I'm not sure that's useful here...is there anything I can try? I can't even get it to boot from the recovery CD.
 
It sounds like for whatever reason, the installation that the recovery CD
lays down has a problem. You may want to contact your computer manufacturer
for help.
