No rights to install Norton

My NAV was corrupted about a week ago and I was advised to remove and reinstall it (NAV 2003, part of NIS 2003 package). I am running XP Home and, to the best of my knowledge, all but one of the user accounts on my system are administrator accounts with full privileges. As well, I can't find anything in my tools etc. about policies or rights except in creating a new user. Nonetheless, I get the message that a policy set by my administrator has denied the rights to reinstall the software. Any ideas of where and how I might track down this non-existent policy and change it?
