No programs are running..someone shut everything down

What programs do I have to enable for windows or my computer in general to
run the right way...I have windows xp
 
Well firstly Chris what is wrong with your computer? Are you able to boot
the machine to the Windows desktop? What programs do you suspect someone has
shut down?
