No Progam Icons Or Start Task Bar On Deak Top

I just installed XP Profess.( Tried Twice) and when it boots up to my desk
top I have no icons or start button/task bar, just my wallpaper. It's not
hidden and I tried right clicking on desk top but nothing! I can only get in
by ctrl-alt -delete. I checked and it says everything was
downloaded/installed correctly.

Try again, and this time tell it to erase all existing partitions and to
reformat your HDD using NTFS before it does the actual install. That is an
option you can specify when installing XP.
