No power in computer-won't boot up

The power source was tested and we were told it was okay.
When we push the button in to turn on the computer,
nothing happens. A couple of times it did catch and turn
on. The monitor lit up green. It shut down at 3 seconds.
All cables, power cords have been double checked. What can
we do to fix it? Please help?
 
If you lack the troubleshooting skills and necessary equipment, take it to a
repair shop.

start by checking you switch connection or bypass it.
remove all cards, memory, cables and power connectors, make sure they are
clean and reconnect everything making sure everything is well seated.
does the psu fan spin ?
does the cpu fan spin ?
do you have a fan on your vid card, does it spin ?
how old is the pc, can you supply a list of all it's components ?
